Senior GIS Consultant

The Senior GIS Consultant serves as senior project manager providing strategic consulting and project management for GIS projects. This individual will apply extensive GIS knowledge and expertise in support of application development projects or GIS enterprise implementations in large utility settings. Consulting services may include strategic planning and analysis, requirements definition, logical and physical project designs, database design and development, and system integration consulting. Management services may include oversight of project timelines and deliverables, establishment of budgets and schedules, allocation of staff and resources, oversight of subcontractor activities.

Duties and Responsibilities

  • Prepares scopes of services, detailed project budgets, schedules and contracts for review and approval.
  • Works with senior management to determine the composition of project teams.
  • Assigns duties, schedules, and budget to project team members. Coordinates project scheduling and execution.
  • Conducts project status meetings with the client and project team to discuss project tasks, project schedules, project budgets, and other project life cycle meetings as needed.
  • Responsible for completing each project on time and on budget. Regularly monitors project schedules and budgets throughout the project lifecycle.
  • Responsible for leading formal project reviews for his/her projects.
  • Provides technical oversight and quality assurance of all completed work.
  • Assures that a QA/QC review is completed at the appropriate stages of each project and ensures project milestones are kept.
  • Monitors project’s adherence to company standards including quality control and assurance standards.
  • Reviews and measures the performance of project team members through completion of projects.
  • Establishes and maintains effective relationships with project team, clients, and senior management.
  • Attends trade shows as needed.
  • Gives presentations to current/potential clients in remote, on-site or conference setting.
  • Responsible for tracking and maintaining project invoicing.
  • Assures project correspondence is complete, appropriate, fully documented.
  • Ensures effective lines of communication are maintained with the clients, contractors, sub consultants and team members.
  • Participates in other functions as required to strengthen relationships with assigned clients.
  • Creates and executes project work plans and revises as appropriate to meet changing needs and requirements
  • Manages day-to-day operational aspect of assigned projects and scope of work.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Professional GIS experience in the utility sector is a plus.
  • Experience with programming in either Python, SQL or VBA
  • Experience with core enterprise software applications, including major ERP applications (SAP, Maximo, etc.).
  • Experience managing large GIS/IT projects or clients
  • Strong verbal and written communication skills to include advanced technical writing.
  • Demonstrated proficiency in SQL Server database design and administration
  • Sound technical writing capabilities
  • Ability to perform in a detail-oriented environment with a high level of accuracy.
  • Ability to perform assigned responsibilities with moderate supervision.
  • Ability to organize, prioritize, and perform multiple work assignments concurrently.
  • Ability to prepare clear and concise reports, procedures, correspondences, and other written materials.
  • Ability to review project work, quantities, costs, accuracy of specifications, and construction package completeness.
  • Ability to compile, review, and reconcile data for accuracy, completeness, and compliance.
  • Ability to work in a team environment.
  • Ability to establish and maintain effective working relationships.
  • Ability to work extended hours as needed to meet project requirements and deadlines.
  • Ability to travel as needed.

Education and Experience

  • BS Degree in GIS or Computer Science; or related field plus
  • Ten (10) years of GIS experience showing demonstrated proficiency in Esri’s ArcGIS software suite of products, including 3 years in a leadership role.
  • Five (5) years of related GIS/IT consulting experience specializing in requirements management, application setup/configuration, and deployment.
  • Expertise in the use and implementation of ArcGIS for Desktop, ArcGIS for Server, Portal for ArcGIS, and ArcGIS Online applications is required. 
  • OR an equivalent combination of education and experience.
  • MS Degree in GIS or Computer Science; or related field is preferred.
  • Professional certification GISP and/or PMP is preferred.
  • IT infrastructure and architecture experience and knowledge is preferred.
